Le Premier ministre, Me Apollinaire Joachimson Kyelem de Tambèla a reçu en audience ce 13 mars la représentante résidente du groupe de la Banque mondiale au Burkina Faso, Madame Maïmouna Mbow Fam. Une visite de courtoisie qui s’est mutée en séance de travail et qui a permis d’échanger sur les questions sécuritaires, les priorités de la transition et l’état d’exécution des projets et programmes de la Banque mondiale au Burkina Faso.
La Banque mondiale est un partenaire au développement du Burkina Faso qui intervient dans plusieurs secteurs. De l’éducation à l’agriculture, en passant par la santé, la gouvernance, le transport, les technologies de l’information et de la communication, le Burkina Faso bénéficie de l’accompagnement de cette institution.
Pour l’année 2023, un portefeuille de près de 2 000 milliards de F CFA a été mobilisé pour financer les secteurs stratégiques. D’où la nécessité pour cette institution, d’échanger avec les autorités de la transition sur leurs priorités.
« L’objectif de notre visite est de féliciter le Premier ministre pour sa nomination et de s’enquérir des priorités de la transition. Il s’est aussi agi d’échanger avec lui, sur le programme de travail de la Banque mondiale, sur les préoccupations liées principalement à la question sécuritaire que nous avons dans la mise en œuvre de nos projets et programmes. », a indiqué madame Mbow Fam.
Au cours des échanges, le Premier ministre a insisté avec la Représentante de la Banque mondiale que la priorité des priorités pour la transition est la lutte contre le terrorisme.
« Si nous n’éradiquons pas le terrorisme, les écoles et les dispensaires que vous construisez dans les villages serviront à qui, si les terroristes viennent chasser la population? Ça sera des investissements à perte. Il nous faut d’abord restaurer la paix et les autres actions de développement pourront alors suivre », a souligné Me Apollinaire Kyelem de Tambèla.
Le Premier ministre s’est par ailleurs prononcé sur la question de la réconciliation qui est aussi un sujet préoccupant pour la Banque mondiale, qui a du reste mobilisé des fonds supplémentaires pour son opérationnalisation.
« Il y a deux types de réconciliation. La réconciliation par le haut et la renonciation par la base. La réconciliation par le haut, c’est un arrangement entre les hommes politiques pour sauver leurs intérêts. Nous n’appelons pas cela une réconciliation. Ce que nous appelons réconciliation, c’est la réconciliation par la base. Amener le peuple à se réconcilier avec lui-même et avec ses autorités. Et c’est cette réconciliation que nous entendons engager. Les troubles que nous connaissons sont dus à une fausse réconciliation parce qu’il y a des gens au sommet qui gèrent le destin de millions de personnes, sans eux », a indiqué le Chef du Gouvernement.
A l’issue des échanges, la Représentante résidente de la Banque mondiale a soutenu que les priorités de la transition sont conformes à la stratégie de son institution.
« Nous avons beaucoup échangé sur l’agenda de la réconciliation, sa vision de la réconciliation et de la refondation de l’Etat. Ces priorités s’inscrivent parfaitement avec notre stratégie pour la région Afrique de l’Ouest, parce qu’un pilier fondamental de la stratégie de la Banque mondiale, c’est la restauration du contrat social. Faire en sorte que la confiance soit établie entre l’Etat et ses administrés et que l’Etat soit là pour répondre aux préoccupations des populations et les protéger. », a déclaré madame Mbow Fam.
La Banque mondiale est un partenaire de développement pour le Burkina Faso, avec un portefeuille de 27 projets financés pour un montant global des engagements de près de 2 000 milliards de FCFA en 2023.
Sur ce montant, un volume de près de 1 200 milliards n’est pas encore décaissé. Ce montant vise à la fois 13 secteurs d’activités qui devraient permettre d’apporter des solutions de développement dans des domaines aussi variés que l’éducation, la santé, l’agriculture, l’énergie, le développement des infrastructures, des transports, mais aussi la gouvernance et la transformation du cadre macro-économique du pays.
